When did investigators start watching Kozminski?

So Anderson would like all to know that, as a conclusion to the house-to-house search conducted while he was away on holiday between 7 Sept & 6 Oct....."And the conclusion we came to was that he and his people were low-class Jews,..."

Really?

Yet, Anderson is on record in a H.O. file A49301/60, dated 23 Oct. over two weeks after he came back from holiday....

"That a crime of this kind should have been committed without any clue being supplied by the criminal, is unusual, but that five successive murders should have been committed without our having the slightest clue of any kind is extraordinary, if not unique, in the annals of crime".

So, which is it?

If Kozminski wasn't working why does he need to wait until the weekend?

I think it is generally accepted that JtR must have been working because he only murdered on the weekends or on holidays.

So why should Kozminski be needing to do that if he is out of work?

I have read Scotland Yards Prime Suspect by Robert House. In it, he covers Anderson's memoirs as saying...

During my absence abroad the Police had made a house-to-house search for him, investigating the case of every man in the district whose circumstances were such that he could go and come and get rid of his blood-stains in secret. And the conclusion we came to was that he and his people were low-class Jews, for it is a remarkable fact that people of that class in the East End will not give up one of their number to Gentile justice. And the result proved that our diagnosis was right on every point.

7 Sept - 6 Oct was Anderson's 'holiday'. So we know these door to door searches were carried out after the murder of Eddowes and involved Goulston St., etc.

So if Kozminski had been identified during these searches as a potential suspect, then how is it that he could go off and murder Mary Jane Kelly on the 9th of Nov?
