Only those who wanted to leave the EU would have wanted or needed this particular carrot, so he must have anticipated it would be a popular move with the electorate, and therefore a good career move for himself. But then he had the uphill task of trying to convince everyone who may only have voted for him so they could vote to leave the EU that actually doing so would be very much against their best interests and those of their country.
If Cameron had genuinely felt all along that it would be much better for us all to remain in the EU, regardless of 'popular' opinion, why did he promise a referendum in the first place, if it wasn't just a cynical ploy to get himself one more spell in Number 10 with Larry the cat?
