Win Scott sends a memo discussing the Mystery Man. Notice this HENRY Oswald memo is very Russia focused. Meeting with Kostikov, supposedly he is from Dept 13, involved in the wet affairs on Oct 1st.

Perhaps the Mystery Man is asset of the CIA. If so, it’s an interestingly mediocre choice as Oswald imposter, as no one would be fooled.

Henry OSWALD is 35 years old, 6 foot, athletic, balding top, looks American, wearing khaki. He speaks broken Russian, some Spanish. The real Lee Harvey Oswald is 22, 135 pounds, 5 foot 9 inches tall, Slender; Oswald is fluent in Russian, Real Lee Oswald can barely navigate a menu in the Mexican restaurant. Oswald is alone in the hotel, dines alone gets to and is a wallflower at the party, stands to the side. Only at the Embassies is "Oswald" yelling and provoking.

Multiple files means if the FBI or Warren Commission or the HSCA asks for information on Lee Harvey Oswald, the Henry Oswald file is untouched.
This is the CIA version of a shell game with three cups and one pea.
The Warren Commission frames the assassination as a binary choice: Oswald is guilty or innocent. It is a error in judgement on our part if we believe everything is happening because of LHO. This binary question is the focus of the vast majority of the library of books on the Kennedy assassination.

The questions about events in Minsk and Moscow, as well as in New Orleans and Montreal, leads to answers that reveals the political focus of the FBI and CIA rather than the politics of Lee Oswald; who is a mere actor in these politically motivated deceptions. Thus it would be an error of judgment to assume that everything happens to Oswald is connected to an assassination plot.
CI doesn’t care about OSWALD. CI is focused on Russia. Webster is the key defector in 1960. OSWALD is the “useful idiot”. Oswald is not an officer or a agent but a poser and agitator. The CIA 201 file is proof that LHO is a paper pawn.

Oswald defection creates the need for a 201 file, as the USSR is our primary espionage target. The FBI is curious about Oswald as well and the liaison to the CIA is Sam Papich who inquires if the CIA has any information on Lee Harvey Oswald. The CIA response is DENIAL; " we have no info" and then places that memo in Oswald's 201 file as item #3, along with a note explaining that they lied to Papich.

"A CIA 201 file is opened when a person is considered to be of potential intelligence or counter-intelligence significance.
The opening of such a file is designed to serve the purpose of placing certain CIA information pertaining to that individual in one centralized records system. The 201 file is maintained in a folder belonging to the Directorate for Plans, the CIA component responsible for clandestine activities." This is the published HSCA definition of a 201 file. Notice the Oswald 201 file as another 201 file inside of it; the 201 file of Lee Henry OSWALD. item #13.
A CIA 201 file doesn't imply the person in question is a CIA officer, agent, target or asset.
A CIA 201 file means Operational interest. In U.S. Military 201 is personal information file.

Lee HENRY OSWALD is a "marked card". Part of a ploy. The CIA is setting a trap for anyone who may leak information at the Dept of State.
Lee Henry Oswald, is a file not a person. There is no evidence that the CIA has any sort of mission for Oswald. Oswald may be part of a ONI dangle.
Lee Harvey Oswald is a useful idiot in this scheme. The CIA has nothing lose here. If Oswald commits suicide in the Berlin Hotel in Moscow, no one at the CIA would care. .
Oswald lives and the Lee Henry Oswald story will continue to magically appear.
