 Being unidentified to us doesn't mean they didn't keep track of important witnesses to one of most horrific series of crimes England had ever experienced. I would think Abberline having met Hutchinson wanting to keep tabs on him as a potential suspect.  Also, it seems that a number of these investigators suggest the best witness was a City P.C who saw JtR, at Mitre Sq., which seems to indicate that they were suggesting Lewende (who didn't get a great view) over Hutchinson who apparently looked under him at his face.
