    The NIJ did always just say two and they didn't even specify a cooling off period - just saying that the murders had to be perpetrated as separate events.

    The FBI recently redefined serial murder as requiring two victims instead of three, which was the previous definition.

    So "serial killer" would be 2 or more murders by one or more offenders, with a cooling-off-period between the crimes.

    O-er! I just jumped in assuming Madam Red meant the 19th century, whereas as rightly said the Victorian age started in 1837, if her reign is the criteria, Burke and Hare must be discounted as they carried out their crimes 1826/27.

    Exactly what time frame are we talking about? The 19th Century would be 1800-1899 on the Astronomical Calendar, 1801-1900 on the Gregorian Calendar and then Victoria was Queen from 1837-1901. Also, what is the definition of serial killer?

    Anyway, Joseph Philipe would fit into any of those.

    "Nurse" Catherine Wilson - Believed to have murdered seven people, although in the way of the UK justice system she was only indicted with one, she was arrested for the murder of her landlady straight after her aquittal for the attempted murder of her employer, she was executed in 1862, the last woman publicly hanged in London.
