Mentioning his name is no indication that Heshburg knew Koster, although quite possible if he was local. It's also quite possible that the reporter asked if it was true that a man called Koster had found the body when walking past, and was told no, it was a man with a pony.and barrow.
I don't think there's enough information about Koster to know whether he lived in the street or was simply passing through, unless anyone has any info on him? But he could easily be the man heard yelling about "ten inches of cold steel" by Fanny as she came to the door.
