As you know,Chandler was demoted in 1892 and washed up at 48 years of age, when he retired from the force in 1898.

Don't ever underestimate just how incompetent police can be. That's just counting the honest ones.

Pretty vague, and it was you that told me about Chandler being caught drunk on duty.
Yes but he’d have had to have been paralytic to have missed that.

Im certainly not critical of you looking at new angles for things that might have been overlooked over the years. These cellar doors however were just a very few feet away and Richardson would have only been checking that they were still in place (that the lock wasn’t broken)

An interesting statement. One with an intent that's hard to decipher. Sort of like 'Abby is the one who will not be blamed for nothing'. Especially nothing concerning that paragon of probity George Hutchinson...

    Thanks Dave.

Jack must have nearly buckled on that occasion.
Fortunately for him though, he did a grand job and gave the lady no time to squeal.

I reckon the cellar was used as a brothel, and clients knew where the spare key was kept.

    DN0913:

WB: Have you seen any strangers in the passage of the house?
JR: Yes, lots; plenty of them, at all hours.
    WB: Men and women?
JR: Yes; and I have turned them out. I have seen them lying down on the landing.
WB: Do they go there for an immoral purpose?
JR: They do. I have caught them.
A Juror: His mother said she never knew anybody to go for an immoral purpose.

Amelia Richardson ran a brothel out of the basement of 29 Hanbury street.
She probably knew JtR by sight.
Annie probably got spooked by him, and refused to down there...

That having been said, he strangled her first so she was insensible. He could easily have dragged her down the stair and worked on her there, and that would have protected him from anyone looking out of an upstairs window. Thing is, he either lives on the very edge or he doesn't. If he does, then he kills her in the backyard anyway because part of the thrill for him is the possibility of being caught. If he doesn't, he drags her body down those stairs to have his fun. So Annie doesn't get to refuse and stay above ground if he intends to take her down to the cellar.
