Maybe Catherine Endowes did...not necessarily Catherine Eddowes.
To bad there is no mention of a "tardis" being seen.
Maybe someone reported a mechanical figure destroying one of the ladies. A "dalek" for example. Maybe Letchmere, Hutchinson, or Schwartz noticed it but was too scared to say so.
