That's presupposing he wrote the graffito. The most obvious objective reason is that he'd dirtied his hand(s) with excrement - those faeces didn't smear themselves on Eddowes' extruded viscera.

Butcher's Row is the nickname of a section of Aldgate High Street, not far from the south end of Goulston Street. It's a lot less than 1.5 miles away [edit: as Abby says]

Actually, it would be about 0.2 miles from Butcher's Row to Goulston St.

The most sensible explanation is he cut the apron to sign the graffiti. He wouldn’t need to waste time to cut a piece off if he got his hands dirty, he could just wipe his hands on her clothes right there.
also, it makes no sense to cut it off to carry organs in if your just going to dump it randomly somewhere.

Looking at a map of Victorian Whitechapel there seems to be a tunnel along Whitechapel High Street starting at one end near Goulston St. Does anyone know if this tunnel was a public walkway?

It’s strange that you’re knocking Harry’s suggestion as it doesn’t discount the fact that the graffito might have been written by the ripper? In fact if he had gone to a bolt holt to deposit the body parts he’d have needed a very strong reason to go back out to just dump the cloth when he could have burnt it at home or simply disposed of it in some far less risky way. And the only reason that I can think of is to signpost the graffito.

We know that Trevor reckons that no body parts were taken from the crime scene but most appear to disagree with him. And so if the killer left Mitre Square carrying body parts it’s likely that he’d have used something like a piece of cloth. If that cloth was part of Catherine’s apron, and of course we can’t say that for certain, then he’d hardly have been likely to have dumped the cloth and kept the parts in his pocket so it’s a possibility that he went somewhere to get rid of the parts first.
