The most sensible explanation is he cut the apron to sign the graffiti. He wouldn’t need to waste time to cut a piece off if he got his hands dirty, he could just wipe his hands on her clothes right there.
also, it makes no sense to cut it off to carry organs in if your just going to dump it randomly somewhere.

We know that Trevor reckons that no body parts were taken from the crime scene but most appear to disagree with him. And so if the killer left Mitre Square carrying body parts it’s likely that he’d have used something like a piece of cloth. If that cloth was part of Catherine’s apron, and of course we can’t say that for certain, then he’d hardly have been likely to have dumped the cloth and kept the parts in his pocket so it’s a possibility that he went somewhere to get rid of the parts first.
