It definitely is more than a lot of other suspects, and I think it's enough time that Chapman can legitimately considered one of the best suspects, especially in a field of suspects where none of them are very strong. I don't think it's enough time that he could have learned everything that he could have learned if he had been there longer, but I think a good knowledge of WC is enough for a Ripper suspect, he wouldn't have had to have known every back alley and nook and cranny.
