In my opinion, all the women being English women (or at least looking like they were), hints the killer himself was an English man. Because when he attacked a kind of women he was familiar with, it was easier for him to calculate how they would react. Maybe he also expected them to be quieter, and not start screaming in a foreign language at him ...
The language could have been an issue anyway, regarding the accosting part.

I think 'Jack' was a bit narrow-minded and preferred staying in his own little world.
