A man with his own watch (likely of good quality) for whom time was important and so it’s likely that he adjusted it regularly (probably daily). So Blackwell checked his watch and said that he arrived at the yard at 1.16. Then we have PC Lamb estimating that Blackwell arrived 10 minutes later. So by using what was likeliest to have been the most reliable time (Blackwell’s) we place Lamb at the yard at around 1.06. Which conforms to his ‘around 1.00’ for when Eagle approached him."
