Francis Tumblety paid bail and was released from jail at the West End Marlborough Street Courthouse on November 16, 1888. On November 17, 1888, The New York World Cable Service sent out a news cable, which was picked up by the San Francisco Chronicle on 18 November 1888:

LONDON, November 17.
…Another arrest was a man who gave the name of Dr. Kumblety of New York. The police could not hold him on suspicion of the Whitechapel crimes, but he will be committed for trial at the Central Criminal Court under the special law passed soon after the Modern Babylon exposures. The police say this is the man's right name, as proved by letters in his possession; that he is from New York, and that he has been in the habit of crossing the ocean twice a year for several years.
A score of other men have been arrested by the police this week on suspicion of being the murderer, but the right man still roams at large…
Prior to the London cable course picking up the story - most likely at Marlborough Street Court – absolutely no one on the planet earth knew of any connection between Francis Tumblety and the Jack the Ripper murders.

Since almost everyone now accepts that Francis Tumblety was at least a minimal Ripper suspect (so the London cable source actually got this part right), note that the source clearly stated he was arrested FIRST on suspicion of the Whitechapel crimes and it was only an AFTER-thought to hold him for gross indecency. The source claims to have spoken to ‘The police’ and this source was absolutely correct on the next factoid –letters Tumblety always had on his person.
If the London source made up the idea of Tumblety being arrested because of the Whitechapel killings, then why was the source dead on correct specific to Tumblety’s habit of having in his possession letters? He could not have guessed this. Thus, we all can be confident that the London cable source spoke directly to police about Francis Tumblety and ‘The police’ violated their own policy of silence and gave him information.
