Yes Tumblety was connected both to the East End and to Baltimore and many other places. But there's a clearer ongoing modern day connection between East London, meaning the Tower of London, and Baltimore.

Answered by Wolf Vanderlinden at JtR Forums. That writer was the late thriller writer Tom Clancy who received advice from his people not to travel after 9/11.
