    It is true to say that there were newspaper stories in circulation that originated from the United States that claimed that Tumblety was arrested for Gross Indecency after the police failed to make Ripper charges stick.
    However, he was charged with Gross Indecency before Kelly was killed. And possibly released before she was killed and was possibly at liberty when she was killed. So he can hardly have been under any sort of surreptitious supervision when she was killed… or if he was the police blundered badly
    But after Kelly was killed Tumblety presented himself to answer the Gross Indecency Charges and was again released on bail.
    Then he supposedly gave the police the sip and absconded to France and then New York. Easy enough if just charged with Gross Indecency, but problematic if under any sort of surreptitious supervision as the leading Jack the Ripper suspect of the day.
    Or the police blundered horribly.

    Tumblety’s organ collection was seen during the Civil War when he was trying to pass himself off as a proper doctor and ‘proper doctors’ tended to have private organ collections to demonstrate their bona fides and competence as surgeons. I would guess he bought these organs.
    It seems that Anderson first made enquiries with his American colleagues after Tumblety had been released on bail and after the stories had appeared in the United States press about Tumblety’s supposed arrest as a Jack the Ripper suspect. So the Met could only potentially have heard about this organ collection after Tumblety had absconded and so the organ collection could not have influenced their supposed original suspicion of him.
