The Yorkshire Ripper, 69, has been recommended for a transfer out of high-security Broadmoor hospital into a specialist prison unit.
The final decision on whether to move him will fall to Justice Secretary Michael Gove.
A Ministry of Justice spokesperson said: “Decisions over whether prisoners are to be sent back to prison from secure hospitals are based on clinical assessments made by independent medical staff.
