At least that's the line of thinking of the late great Martin Fido and Adam Wood in his recent book on Swanson. I tend though to think that the police were in the dark about who the Ripper was.

                It's interesting that the accounts given by Macnaghten, Anderson, Cox, and Swanson actually dovetail fairly nicely. Kelly was the last murder. The suspect was identified and sent to an asylum in early 1889.

                It's only when Aaron Kosminski is thrown into the mix that it all goes badly pear-shaped.

                  Of course, one problem is that Cohen was staying at the Jews' Temporary Shelter, which strongly suggests that he had no relatives in London, which makes a mockery of the Swanson Marginalia if it supposedly refers to him.

                  Many have tried to make it all fit together, but there's no way of doing it, unless one introduces Fido's notion of "confusion" between two different suspects.

                    ..or Cohen being an anglicized version of "Kosminski", the Leman Street address actually being the Police Station... Shoehorning is never perfect by definition.

                      That's the impression they were keen to give!
