    "At this time, there is no evidence that animals play a significant role in spreading the virus that causes COVID-19."

    "Based on the limited information available to date, the risk of animals spreading COVID-19 to people is considered to be low."

      Sure, but that's based on normal contact with animals. Here, however, you have animals quite deliberately in contact with multiple people in the same day, for who knows how long a period, and that represents a far greater exposure than would normally occur. There's a reason why shaking hands is now a no-no, and that's because you don't know where people have been. The people who pet those dogs, you don't know where they've been, either. And then the next person who pets the same tufts of fur on the same dog, it's like shaking hands with the previous person.
