Should we be paying for the Pope's visit?

He's the head of state of another country. OK so it's small but that's what it is. If Albert of Monaco rocked up for a state visit it would be the same deal. Or good old Kim from North Korea. I wonder if there would be so much antagonism in that case? The Pope's not roaming around trying to stir up religious hatred. Not so far as I've seen.
