Unless I miss my guess, the little girl on the left in #24 is suffering from Scarlet Fever. There's even a nurse present. One hopes that the other children have already had it.

Come to that, the store in #26 is advertising "parlour fireworks". It was perhaps not the Golden Age of Safety.
