A graphic novel re-release titled "A Tale of the Batman: Gotham by Gaslight" has ended up in our household. Originally published in 1989, this DC comics story envisions an alternate world in which Bruce Wayne lives in late Victorian Gotham City... And someone is killing women on the streets.

"Gotham by Gaslight" is also due to be an upcoming DC Animated film release, or so I hear. Looking forward to it!

Mike Mignola took a few attempts at the Batman mythos, and this is by far my favourite. It was originally part of the Elseworlds range, and if IIRC it has a few subtle nods to Ripper mythology spread throughout, and a few less than subtle cameos (Gull and Prince Albert Victor on the ship between London and Gotham?).

At one point it was even going to be a video game, but thankfully that idea fell through.

The mystery aspect is a little too pat, having to fit as it does in a rather thin page count, and I suspect that these days it would have been a six issue limited series, to find a better balance between kinetic action and actual detective work (although the 'big clue' is well done, given the limited space allowed).

I think if the story was published today, it would likely be in glorious full color, too, not the black-and-white, which was rather cool-- like viewing an old horror movie.

I remember a muted pallet, but not black and white. It's been a few decades, but my memories are of the same near-sepia look with splashes of vivid colour (red of blood and dashes of brilliant light) that Mignola used so well in his BRPD and Hellboy stories.

That’s a pretty good description of the colour. I was at a hospital the other day and was looking on a charity stall and there were 2 copies for sale for 50p each so I got them both. I now have three.
