The Victorians, both men and women were into their hats so my guess is Long ,Lawende, Schwartz, and Levy got a look at the man, albeit in different appearance. If you believe Hutchinson then the killer really dressed his best for Kelly. If you were the killer already identified by Long would you dress the same? Probably not if you could afford not to. Unfortunately so many Victorians dressed the same.

I continue to applaud your out of the box thinking. However, I do wonder what attributes might distinguish someone standing in the street as a tailor. I do recall that Isaac Kozebrodsky was said to have been a young tailor.
