At least in Hanbury Street there was no constable on patrol and he could've hopped the fence if he had been seen by one of the residents. There still would've been less people moseying about at 5am than there would be at 9-10 am. It was the Lord Mayor's Day when MJK was killed, so presumably the streets would've been even busier than usual.
