Long didnt even see Halse who it seems was in the same street at roughly the same time, so he would have had no chance of seeing someone throw the apron piece, and besides even if he had have done would you have not thought he would have challenged that person as to what he had seen him throw?

Should have done certainly but whether or not Long himself would have done has to be an unknown. He was later dismissed for being drunk on duty (not just drinking) which doesn't suggest that he was particularly dedicated. When the 'A' Division commander was required to lend officers to 'H' did he send his best men or those whose loss would be least keenly felt? I think we both know the answer to that one.
