Since it was the custom of women such as the deceased to keep 'valuables' such as coins or pawn tickets in their bonnet, I doubt Kate's old man would have sat there working out whether or not hers was likely to contain anything and thought to himself "Nah, not worth looking".
Kelly would have tried to make something out of 'Nothing', dead or alive. I can see that.

I understood a number of those women would wear such secreted pockets for money & things that were out of reach of pickpockets.
A hat isn't the best place for valuables, maybe he was looking for something else.
Kelly knew that Kate's killer had got any money she might have had in the pocket, and he looked to see if there was any in the hat.
