I found it on a website about Jack the ripper. They said that is James Kelly in the picture. Can anyone verify if that is indeed James Kelly in that picture?

I found this picture on the site find a grave with the description of: "
James Kelly young man at Broadmoor Asylum & old man at Broadmoor Asylum"
It looks legit but I've not verified it

Yes. Both pictures appear in "Prisoner 1167 The Madman Who Was Jack The Ripper" by James Tully.
