Personally, I'd say yes, inasmuch as it purports to be a photograph of George Topping Hutchinson, or "Toppy" as I like to call him. If it is indeed a photo of "Toppy", then I'm convinced it's the same George Hutchinson who gave, and signed, that famous police statement about Mary Kelly and Mr Astrakhan.

For those who believe Hutchinson to be the Ripper (and I don't), there's your man.

I have no doubt that this is the Hutchinson that saw Kelly, and knew her, I am one of the few, that believe his statement entirely.
