Ok, I admit it...Chris is correct.
It is, in fact, an aerial shot of Swallow Gardens taken in 1908 provided by Rob Clack.
I remember seeing a similar photo of Tower Bridge in a book of aerial photos. The caption read something along the lines of "Tower Bridge taken from the Hot Air Balloon 'Corona' (there was a date I cannot recall) 1908". The images were similar and I feel this photo was taken moments before or after the Tower Bridge one.
Its a shame I cannot recall the books name.Monty
