As I pointed out in another thread, some City of London PCs were provided with whistles as early as 1887 - thus your comment that they were not issued whistles in 1888 is erronous. One need only check the City of London Police web site to settle the issue.

Taken from the City of London Police Orders book for Bishopsgate Police Station dated 21st May 1889.
The web site is wrong. As Ive stated, City of London Beat Police did not have whistles in 1888. They were only just being considered in May 1889, many months after Eddowes murder.
