Sorry its a bit faint. It reads as follows:
At the outset of his duties as head of the Criminal Investigation Department the series of crimes known as the murders of jack the ripper broke out. and sir robert had definitely stated that the perpetrator of those murders was polish jew who was known to the police but the evidence necessary for his conviction could not be obtained.
