As far as 19th century detection techniques go, pretty much nothing for the killer to be afraid of. No DNA, no fingerprinting, geoprofiling, no computers to collate everything and store at the click of a button, no CCTV, no mobile phone triangulation. Bar getting caught in the act or caught with Eddowes apron on his person during a stop and search there wasn't really much the Police could do so not much to be fearful of.
