I believe the most compelling reason to suggest a local man, is the fact that 100% of his escapes were "clean".
No bumping into Police coming out of a station he wasnt aware of...no passing through streets at a fast pace that would catch someones attention, and never finding himself cornered by vigilantees or residents.
The transport point is moot in this case I think, the man clearly knew those streets, alleys and lanes. Could he have rode into town, or come by train...or by boat...sure. But when he arrived he was on streets and with folks he blended in with, and maybe thats why no-one saw him....indeed they may have, but they would never suspect the person of being Jack.
That does fit a local policeman.

You got that post in Sam before I could return and change that line to "could fit"....which I will after this post.
But I dont agree that the premise could fit anyone Sam,.... someone who knows the streets and lanes at night, someone who could walk about the neighbourhoods without anyone really noticing them, someone who might have shifts or work that has them outdoors between midnight and 6am, someone the women might not fear....someone who might know where all the police stations were, and who the vigilantees were. Someone who might be a "first respondent" to a murder site.
I do not believe Jack was a cop Sam, but I could see why someone might run that up the flagpole. Cause truthfully, for example... and within the "possibility" of the premise....couldnt Watkins have had the apron section when he left Mitre? Who would have stopped him to ask him questions....didnt he have an excuse, as he was rushing from a murder scene to get help? What if Harvey never checked Church passage and Watkins got the nightwatchman after pocketing her apron piece? Or, sent him for help, and then taken the piece?
Just speculation on why a cop might fit the known general parameters in terms of ingress/egress ease, and geographical knowledge..
