The above link (if it works), is supposed to be of Bethnal Green Police Station officers (PC96J Thain amongst others). Does anyone know which one he is, or indeed the identities of the other officers in the picture?

I thought that cap badge looked suspiciously like a maple leaf and therefore possibly a Canadian police department. That indeed is the case -- that the photograph is of the Toronto Police Department!
See this multi-part series of webpages on the History of the Toronto Police, part of a larger website on Crime and Punishment in Canada:
http://www.russianbooks.org/crime/cph5.htm (scroll down the page until you come to the pertinent photograph)
Clearly the blogger who has this as a period photograph of J Division needs to think again and not just pick up any old photograph and claim it shows something it does not.
Best regards

Ha ha. You know you have to take some claims about artifacts and pictures connected to the Ripper case with a dose of maple syrup, ho ho.
