Well, Cris, at least you have horse sense... which is more than can be said for many.

I thought the police started carrying whistles from the end of 1884.

Where does it say 1889?

I always thought that by 1888 the police officers all carried standard issues whistles, having replaced the hand-rattles at the end of 1884


This whistle therefore COULD have been from his beat on the night of Eddowes murder

While the Met had whistles by 1888, the City Force did not.
This is one reason why in Mitre Square it was George Morris , the nightwatchman, who blew his whistle, Watkins not having one.
