You can obtain tidal predictions from this link:

http://easytide.ukho.gov.uk/EasyTide/EasyTide/index.aspx

You might not find Pimlico mentioned but try Westminster Bridge, that should be near enough. Also note that these are predictions and actual times of high and low water can vary plus or minus 30 minutes or so depending on the weather of the day in question.
