The address points to Part 6 of the Documentary. If you view the work in its entirety, you will find that 1) the speaker in question is John Ross, Curator of the Crime Museum of Scotland Yard (better known as The Black Museum) and 2) that what he is saying is a conjecture -- presented authoritatively, magisterially and very plausibly, but if you listen attentively, you will find, strewn here and there, certain expressions indicating hedging and reservations. Obviously, these days when you are publishing anything concerning JtR, whether a book or film or video, you need a SOLUTION, and so one was offered.
But the thing is worth seeing nevertheless, and you may take the role of a better-informed critic.
