I sometimes wonder if his reference to visiting the Victoria Home isnt some confusion with the Victoria Loding House (AKA Danns).
Just pure speculation and really for another thread.

I'm inclined to believe, Richard, that lodgers would have referred to 'the Victoria Home' rather than 'Number 39.' They might also have added the qualifier 'Commercial Street' in order to avoid confusion with the other Victoria Home on the Whitechapel Road. From the references I've encountered in newspaper and other sources, however, the building was sufficiently well known as the Victoria Home to render the use of a house number unnecessary.Great clarity, I love the Victoria home enhancement, because it clearly depicts the main entrance to the two buildings, therefore leaving no doubt that anyone being asked the address of that establishment, would answer number 39, Commercial street.

I am convinced that the killer stayed at that address, leaving three major suspects, in my order of preference.

Why that order?...Hutchinson by his own admission, saw the deseased kelly at 2am
Dan was alleged to have been seen drinking with kelly on the thursday night
Fleming was not apparently[ as far as we know] seen with kelly that evening, but because of his forthcoming insanity has to be in the frame.
