According to Wikipedia, Sir Edward Henry resigned as Commissioner in 1918, after 11,000 officers of the Met and City forces went on strike whilst he was on leave. When the Govt largely agreed to the strikers' demands, it seems that Sir Edward resigned on a matter of principle. The Wikipedia article is worth reading.Kind regards, Sam Flynn

According to Martin Kettle in The Guardian Sir Robert Mark resigned in the '70's over plans to introduce an independent element into investigating complaints against the Police. (For those of you too young to remember the bad old days the Police used to investigate and adjudicate all complaints against the Police!! )
