Hi Ryan and all,
I started a thread on Kelly under Suspects. Everything I know of him is from the James Tully book Prisoner 1167. As I understand it, there are two files: (1) The Broadmoor file physically located at the hospital. The author gained complete access to it. (2) The Home Office file located at the archives. The author saw it existed but was allowed to view only the cover page, which stated it had 17 documents removed and was marked closed until the year 2030, for the reason Bob explained.
This is only my interpetation of the late Mr. Tully's book. I would be interested in what other people think, or if they have personal knowledge of such.
