Just a thought - presumably the model dwellings, philanthropic housing societies etc have been taken over by modern housing associations.
Therefore, is there a possibility that the tenancy records survive? Indeed, Octavia Hill was around at this time as well so possibly tenant files are extanct that do not lie with the record office?
