How does that even happen?

Someone needs to research that headline. Was someone mistakenly reading a PG Wodehouse story?

The BBC site has the marriage as 1938, but it may refer to a November 1937 marriage in County Tyrone.

The best man stood in the groom's place by mistake. He answered the questions and the groom handed over the ring.

The priest didn't know the people and the mistake was only discovered in the vestry. The ceremony was then re-performed.
