He was being questioned because he was seen running from the explosions. They interviewed one of the heads of the Kennedy Library, and she said it was not an explosion but just a fire...but (my opinion) she seemed to be pushing aside any other suggestion of a bombing too quickly. Actually the building was fairly empty and nobody was hurt (about 21 people left it - mostly students).
Cannot really find much reassurance of anything. These damn incidents just strike out of the blue. In fact, while Oklahoma City, and that school shooting both happened in Aprils around the same week, the bombing that first came to mind was at the Atlanta Olympics in 1996, where a bomb killed two people. I can't recall if they caught that bomber (I recall they fingered the wrong person at one point).
