I certainly agree that "upright" refers primarily to Thick's character. However, I'm not sure that we can completely discount Dew's comment (who, after all, worked in the same Division when Thick was still an active detective) that the soubriquet, at least in part, referred to the fact that Thick "was very upright...in his walk". It's a straight stander, straight dealer kind of thing, I suspect.
