The apron and graffiti were left at about the same time, so it's likely both were left by the same individual. To say the writing would be useless even if left by the killer is preposterous. A photograph would at least allow us to be certain what it said, because as of right now, nobody can be certain.

It doesnt aid in invesigation and may, may assist is prosecution.

Warrens decision may represent political astuteness in that he was unwilling to bear the consequences either way. If having the graffiti photographed solves the crime then a large portion of the credit may go to the city police. Especially as the met have no photographer. If it doesn't then he looks stupid. I just don't see how waiting for the photographer is going to impact on civil unrest. In my opinion it represents a poor decision and not merely through hindsight. Had he been on the scene earlier he might have made a more balanced judgement. To cap it all he goes against the consensus of those present. It must have been very frustrating for the detectives.
