Freelance Reporters??

How did reporters operate during the late Victorian period? Were they all in basically "permanent" positions, writing solely for the same newspaper, or did freelance reporters exist something like we have today, selling their stories to the same or different papers, but essentially not in a "permanent" job with any of them?
