We have always considered that the killings might have ended because Jack decamped and people have looked diligently for killings in other places that matched his MO and signature after 1888. To my mind the most notable example is Carrie Brown.
We have also noticed that even though these people tend to start small, we can't be sure despite Fairy Fay, etal that we have identified start-up crimes.
What we have not looked at is the proposition that he might have started elsewhere. Having committed a number of lesser start-up crimes in say, a small village, what would be more natural than to seek the anonymity of Whitechapel when he wanted to graduate to something more serious?
Are there records in the small villages of England which would identify various crimes committed, say, in the first seven months of 1888?
