Drunk on duty

Does anyone know about Joseph Chandler?
I'm espacially amazed that he was involved in the Chapman's murder, then seems to vanish, although he was an Inspector of H Division.
He was demoted to sergeant for being "drunk on duty" in 1892. Is there any incident related to that?

I still wonder a bit why Chandler's name merely survived in the Chapman's inquest. He was an Inspector H Div, and even, Reid being absent at the time of Hanbury St murder, Chandler was about to take the matter in charge, as it seems, but Abberline was sent to supervise. Afterwards, we don't hear no more from Chandler. That suggests that if he was involved in the ripper hunt, that should have been at an "inferior" level.
I doubt that a well-appreciated inspector would have been demoted to sergeant for only one "mistake". But if a bad policeman or an old drunkard, that's possible.

Evans and Rumbelow describe Chandler as a "tall dark man".
Where does it come from ?
I don't think I've ever seen any photo of him.

Interesting theory and one that conjurers up all sorts of concepts. The very fact that he achieved the rank of Inspector in the CID suggests to me that he wasn't a liability with regards to his investigational skills, but perhaps he was overly fond of the bottle and that clouded his judgement somewhat to the point where it could be ignored anymore and the reduced him in rank?
