With regard to Bett Street, I think this should read Betts Street and seems to be near Kelly's old stomping ground near the Ratcliff Highway.
This from an article in the People:
The new buildings in connection with the Ratcliff Highway Refuge, Betts street, St. George's in the East, was formally opened on Tuesday

In reply to my own question :-) Betts Street ran between Cable Street and George Street just to the east of the Swedish Chapel (see below)

In the book "Smoke" by Sander L Gilman, it says that there was a "cramped court off the street known as Bluegate Fields, just north of the Ratcliff Highway."
This court was variously known as Palmer's Folly, Chinaman Court, New Court and Victoria Court. (Page 119)

gives the version of its name as Lady Lake's Grove, Mile End Old Town, but I still don't know exactly where it was

According to reports of cases in the Times, LLG made a corner with Jubilee St, and Newcastle Place led into it.

Here's Lady Lake's Grove on the 1898 Booth Poverty Map. You can just make out the words Lady and Grove above the CH in Christ. The road is still there and called Adelina Grove. At the western end is the famous Sidney Street.

If I remember rightly that Mary Kelly was originally spotted some time back by AP and when we checked the entry details for the admission to the infirmary, this Mary Kelly was listed as living in Castle Alley!

Palmers Folly could be anyone of these from the 1873 O.S.

Victoria Street is today's Dellow Street and runs from the Highway up to Cable Street and is behind St Georges in the East. There is a New Court bang in the middle. All these little streets have gone by the time of the 1894 O.S Map.

Here's the area on the 1898 Booth Map directly east of the church and below the 'b' in Cable Street. Seems to have been an interesting rookery and maybe the Bluegate Fields where Dorian Gray got his opium.
